China's Evolving Industrial Policy: Systemic Expansion and Global Trade Shifts

The industrial strategy currently being pursued by China is undergoing a significant evolution, moving from targeted sectoral interventions to a more systemic and pervasive industrial policy. This shift is impacting how the nation manages its economy, directs investment, and shapes its position within global value chains. The analysis suggests two primary directions for this evolution.

First, the policy scope is broadening. Rather than focusing solely on a defined set of strategic emerging industries, the current framework now extends across mature sectors, foundational supply chain nodes, and frontier technologies. This involves pushing firms in established industries toward higher-value segments while simultaneously supporting new products and disruptive technologies. In upstream segments, such as critical minerals and advanced materials, China already maintains dominant positions, and policy efforts are focused on extending this dominance across a wider array of industrial products.

Second, the approach to mature sectors is adapting. Even industries facing challenges like overcapacity and price pressures are receiving continued support. The focus is increasingly on encouraging technological upgrades to enhance production efficiency and secure market share, rather than solely on capacity reduction. While authorities acknowledge underlying demand weaknesses, the strategy involves mobilizing the entire economic system to gain a foothold in future industries, with public procurement and state-owned enterprises increasingly supporting the commercialization of technologies like artificial intelligence, quantum computing, and future energy systems.

Underneath this expansion, the macroeconomic environment necessitates a refinement of policy execution. In a context marked by slowing growth and weak domestic demand, the leadership is increasingly employing measures of centralizing financial resources. This includes strengthening control over fiscal spending, bank lending, and capital markets to ensure strategic priorities receive necessary resource allocation. Wasteful subsidies are being culled, and financial resources are being steered through targeted mechanisms. This signals a re-insertion of non-market considerations into the DNA of key economic institutions, which may influence the long-term efficiency of capital allocation.

The global ramifications of this evolving domestic strategy are already evident. The combination of sustained policy support and domestic industrial expansion has driven a rapid expansion of China’s manufacturing trade surplus, reflecting both increased exports and successful import substitution efforts. This trend suggests a deepening of foreign dependencies on Chinese supply chains as Chinese firms expand their global market footprint. The domestic industrial campaign has achieved many core objectives while simultaneously highlighting persistent technological vulnerabilities in areas like high-end semiconductors and advanced aerospace, underscoring the need for sustained technological advancement to maintain long-term competitiveness.

This transition represents a strategic pivot in economic management, signaling a commitment to embedding industrial policy into the core of the national economic planning across all economic layers.
